Webpol, SES.Hospedajes, Mossos d'Esquadra and Ertzaintza: complete guide to traveller registration in 2026
Which system to use, how each regional force fits in, and how to automate it all.
📋 The current system in 30 seconds
National system (all of Spain). Mandatory since August 2023. Replaces Webpol and the old Guardia Civil system.
Replaced in 2023. No longer valid. If you still use it, you are not complying.
Catalonia only. Required in addition to SES.Hospedajes — not instead of it.
Basque Country only. Also required in addition to SES.Hospedajes.
What is SES.Hospedajes?
SES.Hospedajes is the electronic system of the Spanish Ministry of the Interior for mandatory communication of guest data from tourist accommodation. It is the only valid national system since August 2023, having replaced both Webpol (Policía Nacional) and the Guardia Civil Hospederías system.
It requires submitting over 30 data fields per guest — including identity, contact details, booking dates and payment method (a new requirement introduced by RD 933/2021).
What was Webpol and why is it no longer used?
Webpol was the online portal used by accommodation establishments under Policía Nacional jurisdiction to submit traveller reports. It operated for years as the standard system, but it was outdated, required more fields per hand-entry and had significant reliability issues.
⚠️ If you are still using Webpol in 2026, you are not complying with current regulations. The only valid system since August 2023 is SES.Hospedajes.
What data must be submitted?
- Full name (first name and surname(s))
- Document type and number (DNI, NIE, passport)
- Document issue date and support number
- Phone number and email
- Country and postcode of residence
- Arrival date and number of travellers
- Relationship between travellers (family, solo…)
- Payment method (card, bank transfer, cash, platform…)
Mossos d'Esquadra: additional registration in Catalonia
If your property is in Catalonia, you must submit to both SES.Hospedajes and Mossos d'Esquadra. The Mossos system runs in parallel and requires a similar set of data.
Process for properties in Catalonia:
- Collect guest data during online check-in
- Submit to SES.Hospedajes (national system, Ministry of the Interior)
- Submit to Mossos d'Esquadra (Catalan police system)
Gotocheck handles both submissions automatically in a single step.
Ertzaintza: additional registration in the Basque Country
Same logic applies to the Basque Country: SES.Hospedajes is mandatory nationwide, and the Ertzaintza system is required in addition for properties in the Basque Country.
Summary by region
| Region | Required submission(s) |
|---|---|
| Andalusia, Aragón, Madrid, Valencia, rest of Spain | SES.Hospedajes only |
| Catalonia | SES.Hospedajes + Mossos d'Esquadra |
| Basque Country | SES.Hospedajes + Ertzaintza |

Is Webpol still valid in 2026?
No. Webpol was replaced by SES.Hospedajes in August 2023. If you are still submitting via Webpol, you are not complying with current regulations.
Does the obligation apply to guests under 14?
Minors under 14 must appear in the traveller report, linked to the responsible adult. They do not submit a separate record.
What is the penalty for not submitting traveller reports?
Fines range from €600 to €30,000 depending on the type and frequency of the infraction.
Does the obligation apply to rural houses and country retreats?
Yes. RD 933/2021 applies to all paid accommodation regardless of type: hotels, holiday apartments, rural houses, campsites, guesthouses and any property rented for less than 31 days.
Can I do check-in without being physically present?
Yes. Digital check-in through Gotocheck is fully legally compliant. The guest completes their data and signs the contract online — the submission to SES.Hospedajes (and Mossos/Ertzaintza if applicable) is automatic.
